Within assigned authority, the incumbent will be responsible for the following specific duties :

Has strong skills in developing and implementing legal technical services concerning terrorism prevention at the national, regional and international levels, including specialized training for senior government officials.
Has knowledge and understanding of legal aspects concerning data protection and privacy. Has knowledge and understanding of concepts, policies and practice relevant to the collection and use of Advanced Passenger Information and Passenger name Record.
Has knowledge of the mandates of the United Nations Office on Drugs and Crime and in particular in terrorism prevention.
Has sound analytical skills and ability to identify problems and contribute to problem-solving. Is committed to the achieving highest quality outputs, timeliness, conscientiousness, attention to detail and ability to bring matters to closure.

An advanced university degree (Master’s degree or equivalent) in law is required. Specialization in criminal law, counter-
terrorism and human rights is highly desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of experience in legal and criminal justice matters, with a focus on terrorism prevention and / or civil aviation is required.
Legal drafting experience, in both civil and common law legal systems is required.
Experience in dealing with Advance Passenger Information (API) and Passenger Name Record (PNR) legal requirements and international standards is desirable.
Experience on legal matters related to human rights and data privacy / protection matters is desirable.
Work experience at both national and international levels is an advantage.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting skills is required.
Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
