Organizational Setting

The Department of Management’s Division of General Services (MTGS)provides support functions to the IAEA through its five Sections, namely theArchives and Records Section (ARMS), the Commissary Management Section (CMS),the Facilities Management Section (FMS), the Transport and General SupportSection (TGSS), and the Seibersdorf Laboratories Services Section (SLSS).

The Facilities Management Section provides technical advice and has overallresponsibility for the implementation of major facilities management specificprojects and administrative services including property management for all IAEApremises.

The Section comprises of two Units, the Facilities and PropertyManagement Unit and the Project and Technical Support Services Unit.

Main Purpose

Reporting to the Section Head, Facilities Management Section, the UnitHead (Facilities and Property Management) coordinates the project activities ofthe Section.

She / he prepares design proposals, technical specifications,drawings, cost estimates and bills of quantities for IAEA building andconstruction related projects.

He / she prepares cost-effective plannedpreventive maintenance programmes for building elements and services. Inaddition, she / he supervises the Building Services Group, manages technical servicecontracts, and oversees updates of property management data for Agency assetsincluding those outside the Vienna International Centre (VIC).

Under theguidance of the Section Head the Unit Head (Facilities and Property Management)provides leadership with respect to all Electrical Mechanical Engineeringissues.

Role

  • The Unit Head is : 1) a project manager, leading and coordinating all thefacility related projects. 2) a liaison with building operatives on thesupervision and monitoring of works and services relating to upgrading,alterations and technical installation;
  • 3) a specialist, translating clientrequirements into technical specifications for UNIDO / Buildings ManagementServices (BMS) or external contractors;
  • 4) an analyst, monitoring minor repairsand work orders and providing recommendations on a wide range of technical andfacilities management issues;
  • 5) a coordinator of the activities of theBuilding Services Group.

    Functions / Key Results Expected

    Provide technical expertise in electrical mechanical engineeringactivities in the Agency's facilities.

    Prepare technical design proposals, specifications, cost estimates and bills ofquantities for IAEA building and engineering projects, and for refurbishmentsand renewals / upgrading of technical installations on IAEA premises.

    Manage a range of technical projects from inception to handover.

    Liaise with internal and external stakeholders, identifying the problems andrisks in project implementation and proposing recommendations to resolve them intimely manner.

    Oversea the timely maintenance requirements for the Agency’s main data centres.

    Provide technical guidance to other technical units and specialists on theinfrastructure requirements for the installation of various types of laboratoryequipment.

    Provide technical guidance with respect to the infrastructure requirements forthe Agency’s physical security installations.

    Ensure adequate technical and safe environmental work conditions for IAEA staffat the VIC headquarters and other offices.

    Ensure compliance with local building codes / norms and safety standards for allfacilities and premises.

    Draft specifications and statements of works for submission to the Office ofProcurement Services.

    Serve as the Electrical focal point for the Agency’s premises in the VIC.

    Coordinate activities of the Property Management, Receiving and InspectionGroups for the recording and management of Agency assets.

    In-depth knowledge of and application of the relevant building standards and safety regulations.

    Administrative Support

    MS Office (Word, Excel, Outlook, PowerPoint)

    Skills in AutoCAD, MS Project and a facilities management system are essential.

    In-depth knowledge of Electrical Mechanical Engineering principals and current industrial practice.

    Procurement

    Good understanding of building procurement processes and technical evaluation of building proposals.

    Management and Programme Analysis

    Project Management

    Proven ability to plan, coordinate and supervise a complex logistical-technical project in an international environment.

    Qualifications, Experience and Language skills

    Bachelor's Degree - University degree in Electrical Mechanical relatedengineering studies.

    At least five yearsof progressively responsible experience in technical, administrative andsupervisory areas in the maintenance, management and operation of facilitiesare required.

    Experience in building management is desirable.

    PRINCE2 or other project management certification is desirable.

    Excellent oral and written command of English. Knowledge of other official IAEAlanguages (Arabic, Chinese, French, Russian and Spanish) is an asset.

    Remuneration

  • The IAEA offers an attractive remuneration package including a tax-freeannual net base salary starting at US $60233 (subject to mandatorydeductions for pension contributions and health insurance), a variable post adjustment which currentlyamounts to US $ 24997 *, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses;
  • 6 weeks' annualvacation, home leave, pension plan and health insurance
