Result of Service

  • Hardware configuration will be defined for each beneficiary institution / country. The definition will include sourcing and cost estimate of the hardware to be procured in each Beneficiary Country.
  • The Assessment Report prepared : it will include the description of the hardware and software configurations currently available in each beneficiary institution, the identification of improvements required to assure an adequate operating standard of the envisaged GIS tool, the definition of the procurement process (sourcing, tendering, etc.
  • implementation timetable, staff time engagement.
  • The assessment report will be agreed upon with Beneficiaries and submitted to UNEP for approval in order to proceed with the procurement of the hardware as required.
  • Following the assessment phase the coordination of the IT experts' work for the physical implementation of the GIS system will be assured.
  • Expected duration

    The international consultant will be engaged for 42 days over a period of 9 months, from 01 April 2021 to 31st December 2021.


    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

    The topic of pollution represents one of the most pressing health issues worldwide, and the 2030 Agenda for Sustainable Development offers, through the SDGs and its pollution reducing targets, a great chance for triggering concrete initiatives to tackle pollution.

    In January 2019 the Italian Ministry for the Environment, Land and Sea (IMELS) and United Nations Environment Programme signed a Donor Agreement (DA / 2018 / Vie04) to implement the Project "Assistance to the Western Balkans in pollution prevention, monitoring and reduction, including risks deriving from industrial accidents" in the Western Balkans.

    The specific objective of the Project is the strengthening of the system of monitoring and control of pollution and of industrial accidents, as well as the exchange of information and practices among EU Member States and Western Balkan countries' authorities.

    Project encompasses a Work Plan, to be implemented in different phases, to enhance the capacities of the public bodies in charge of Environmental Protection in the Western Balkan countries.

  • The purpose of the Work Plan is twofold : 1. To enhance the capabilities of the competent authorities to manage and to develop autonomously GIS applications based on open source software (Phase 1 - Capacity building and Awareness : );
  • 2. To produce and to install at the premises of the participating institutions a shared GIS system as exchange platform for environmental information and good practices (Phase 2 Concept application / GIS activation).

    During the implementation of the Phase 1 of the project, an accurate Training Needs Assessment (TNA) and five training modules were organized and successfully implemented.

    The trainings were addressed to the technical staff members of the beneficiary institutions and these were combined with the development and implementation of a GIS platform to share environmental information and good practices among participating countries, namely : Albania, North Macedonia, Serbia, Bosnia and Herzegovina, Montenegro and Croatia.

    Competent public Authorities in Europe are generally oriented to use integrated information systems to manage environmental data in order to avoid data duplication in line with the European INSPIRE Directive.

    Once fully achieved this integration will simplify the monitoring, reporting and also the management and control of inspection activities and of emergency intervention.

    The main purpose of the Phase 2 of the project is the Physical set up and activation of the GIS system at the beneficiary institution premises as well as the presentation and dissemination of the project's results.

    In the Phase 1 only Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia were involved; one of the purposes of the Phase 2 is to extend the geographical scope of the project, including the competent institutions of Kosovo (UNSCR 1244 / 99) as well.

    The Consultant will undertake the following duties and responsibilities under the overall guidance and direct supervision of the Head of the UNEP - Vienna Programme Office - SCC, who coordinates the implementation of the mentioned project on behalf of UNEP as part of the overall programme :

  • Coordination and implementation of the project activities;
  • Assessment of hardware and internet connection status in beneficiary institutions vis a vis requirements for the proper functioning of the GIS tool.
  • The assessment will be carried out by means of remote communication between beneficiary institutions and Environmental specialist / project coordinator;
  • Liaise with beneficiary institutions and in particular with IT experts involved in the implementation of the Phase 1 of the project to illustrate in detail the process envisaged in Phase 2;
  • Coordination of the work of the IT experts, already involved in the implementation of the Phase 1, who will assist the colleagues of beneficiary institutions in the physical implementation of the GIS system Reviews relevant documents and reports;
  • Maintain regular communication with the relevant parties and stakeholders; Identifies problems and issues to be addressed and recommends corrective actions;
  • Performs other duties as required. Qualifications / special skills

    Academic Qualifications : Advanced university degree, such as a Master's degree or equivalent, in environmental sciences, international development or other relevant political or social sciences area.

    Experience :

  • A minimum of 10 years of work experience in international development including in leading teams, managing programs / portfolios, in sustainable development, environment, etc is required.
  • At least five years of experience in the field relevant to the project is required.
  • Demonstrated ability to coordinate and drive communications with international partners and manage operational activities with relevant stakeholders.
  • Previous working experience in South East Europe would be considered an advantage.
  • Language : English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

    Knowledge of Western Balkan languages is desirable.
