  • security and stability of countries in crisis / post-crisis situations;- sustainable development;- strengthening health systems, social protection and employment.
  • In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

    With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards Frances solidarity policy, influence and economic diplomacy.

    Under the authority of the Team Leader based in Paris, the mission of the National Expert in Public Health will be to support the Member State he / she is assigned to in implementing the project in order to reach qualitative and quantitative objectives and outputs that have been negotiated between the DG REFORM, the three Member State (Austria, Belgium and Slovenia) and Expertise France and that are mentioned in the contractual document named detailed project description.

    Working in pairs together with the National Expert on Public Investment / Finances in Health, the National Expert on Public Health, will coordinate and support the implementation of both workstreams (described in the description of the project part).

    In doing so he / she will support the national teams of the beneficiary Member State, and the Team Leader in implementing the following activities : - Organise the work together with national teams of the beneficiary MS.

  • Prepare and consolidate the work plan related to workstream 1 (WS1) and 2 (WS2) at national level;- Identify technical needs of the project and beneficiaries and consequently identify qualified short-term experts to address these technical needs, coordinate their mobilisation and monitor their work.
  • Manage and monitor the WS1 implementation at national level and more specifically support together with the National Expert on Public Investment / Finances in Health the implementation of the following activities : - Coordinate national mapping and benchmark of available analytical approaches and tools for making the case of public investment in health- Support specific need analysis in the MS and the identification of suitable approaches and tools to be piloted in each MS- Support the adaptation of selected approaches tools and elaborate the workplan for their implementation- Support eventual possible pilot implementation of the selected approaches and tools per MS and the stabilization of these new approaches and tools for their roll out- Manage and monitor the WS2 implementation at national level and more specifically support the implementation of the following activities : - Analytical report on existing EU resources and their use (incl.
  • missed opportunities)- Design of the national competence network per MS- Identification and detailed description of the national project(s) to be supported by the national competence networks (as pilot case)- Support to the national competence networks in mobilising EU resources for the national project(s) per MS and possible evaluation- Input gathering and design of the concept and operational guidelines for the "EU health resources hub"- Serve as the EU health resource hub for the selected national projects per Member State- Define a strategy and an action plan for scaling up the EU health resource hub to a one-stop-shop at the EU level to be accessible by all Member States in the futureMore generally : - Prepare materials for the steering body of the project- Participate to the working group gathering stakeholders of the three Member States on the WS1 animated by the Team Leader and the Lead Expert on Public Investment / Finances in Health.

  • Contribute to the community of practices- Identify risks related to the technical execution of the program and implementation of alternative solutions.
  • Establish and follow up monitoring indicators for the activities implementation and provide regular reporting to the Lead Expert on Public Investment / Finances in Health.
  • Adapt the provisional action plan in accordance to the observed technical and potential financial risks under the supervision and in agreement with the MS teams and the Lead Expert on Public Investment / Finances in Health.
  • Moreover the National Expert in Public Health should support the visibility of the project and Expertise France by disseminating information about the project.

    The COVID-19 pandemic put additional pressure on the sustainability of health systems, with significant increases in public health expenditure in 2020 and 2021.

    This has put health systems in the spotlight, exposing existing weaknesses and highlighting the urgent need to strengthen the quality, resilience and sustainability of health systems.

    The EU provides a wide range of funds and tools for supporting health systems and their transformation. However, Member States often struggle to access these funds and combine efficiently the use of the different funds and tools with their national health needs.

    The funding landscape at EU level is complex and the process of mutual learning between Member States is challenging.In addition, public health authorities often struggle to demonstrate the effectiveness of existing policies and their financing needs when advocating for additional resources.

    There is a need to increase the profile and priority of implementing public health policies and bring awareness to the budgetary constraints and sustainability challenges faced by the Ministries of Health.

    The impact of the COVID-19 pandemic on health systems has clearly demonstrated the importance of sustainable investments in health, thus providing the momentum to strive for better, sustainable and efficient healthcare systems.

    This project is a joint initiative aiming to address three Member States needs (Austria, Belgium and Slovenia) in reaching EU funding available for improving the quality of health systems, and in effectively advocating at national and EU level for additional resources for health financing and investment, while ensuring synergies and mutual learning between the Member States.

    The project is structured around two workstreams : - Work stream 1 aims at strengthening the capacity of the three Member States Ministries of Health, especially in developing analytical approaches and tools, to make the case for public investment / financing in health at national and EU level, and demonstrate clear evidence of the socioeconomic benefits of already undertaken or planned public investments in health.

  • Work stream 2 aims at strengthening the capacity of the three Member States to reach EU funding available for health through support of national competence networks;
  • these networks will be put in place and will pick national projects in the frameworks of health system reforms in order to be piloted as pilot case of a first exercise for capturing EU funds for health.

    While learning by doing the lessons from this first capacity building exercise will serve to design and implement an EU Health Resource Hub as an interface between the national competence networks and the EU level.

  • Qualifications and competences : - Higher education qualification, level Masters in Public Health;- Strong knowledge of national health system and health financing and investment challenges;
  • Ability to work fully in English and in the national language of the country he / she is assigned to;- Proven skills in intercultural communication, public relations, project coordination;
  • Excellent writing and relational skills;- Ability to work in a team and remotely;- Ability to work in a team in a culture that is gender-neutral and free from gender-based violence (no sexist actions or comments, no discrimination, escalating reported cases of gender-based violence, etc.
  • and to attest of the follow-up of the gender MOOC of Expertise France;- Autonomy, responsiveness and proactiveness;- Command of the Outlook Suite.

  • Professional experience : - 5 to 10 years of relevant experience of working in institutions in the field of public health or in public hospitals;
  • Relevant experience in greening health would be an asset;- Experience in accessing to EU funds and in EU funding mechanisms would be an asset;
  • Experience in international cooperation / development assistance project would be an asset.
