The Department ofTechnical Cooperation (TC) consists of the Office of the Deputy DirectorGeneral, four regional Divisions (Africa, Asia and the Pacific, Europe andLatin America and the Caribbean), the Division of Programme Support andCoordination and the Division of the Programme of Action for Cancer Therapy(PACT).

It provides strategic direction for the IAEA’s technical cooperationprogramme, and is responsible (in close collaboration with Member States) forthe planning, formulation, implementation and monitoring of the programme.

The Division of Asia and the Pacific is responsible for planning, programming,implementing and monitoring the IAEA’s technical cooperation programme in theregion, in line with the IAEA Statute, and the guiding principles and policieson technical cooperation, and operational guidelines.

The Division responds todevelopmental priorities in Member States through effective programmemanagement, increased Member State engagement, partnership building andimproved coordination in the region.

Main Purpose

Under the supervisionand guidance of the Section Head, the Programme Management Officer develops andmanages innovative and complex programmes and projects in the area of nucleartechnology based on Member States' development needs.


As an active member of project andcountry teams, the Programme Management Officer acts as a substantivecontributor and specialist adviser in developing and managing the TC programmeand advising on programmatic and socio-

economic issues and developmentconditions in assigned countries. Building on his / her solid knowledge andexperience, he / she elaborates concepts and / or develops new approaches andmethodologies to meet complex programmatic challenges and to manage complexand / or sensitive situations in programme delivery.

The Programme Management Officer is responsible for a number of specificcountries in the region, reports directly to the Section Head and sharessupport staff within the team.

Functions / KeyResults Expected

Assess and interpret the political,social and economic environment of assigned countries and provide inputs toCountry Programme Frameworks addressing TC strategy and policy issues.

Incollaboration with Member State institutions, technical departments and otherpartners, design programmes / projects integrating best practice and innovativepolicies and strategies and applying quality management standards and aresults-based approach.

Act as a TC focal point or resource person, where needed, for cross-departmentalissues.

Assess progress and report on the achievement of project results in line withquality management standards. Identify lessons learned and propose adaptationsand innovations to monitoring and assessment mechanisms and tools.

Monitor programme / project budgets, certify and approve project disbursements toensure delivery is in line with approved project budgets and that deliverylevels are met.

Expedite and coordinate project implementation, establishing collaborativerelationships with Member State institutions and recommending innovativeapproaches to project execution and capacity building.

Ensure the timely andeffective implementation of human resource and equipment components.

Develop and maintain networks and partnerships with national institutions andUN development agencies in order to contribute to increasing awareness of TC.

Contribute to resource mobilization activities, proposing projects requiringadditional funding and identifying funding options.

Contribute to the documentation of knowledge by proposing examples of bestpractices and success stories, as well as replicable strategies and approaches,and actively share and apply this knowledge.

Technical Cooperation among Developing Countries

Knowledge of the TC programme and of TC strategies and approaches is desirable.

Qualifications,Experience and Language skills

Master's Degree -Advanced university degree in management, social sciences, science andtechnology, or international relations.

Minimum of sevenyears of experience in technical assistance programming at national orinternational level, preferably in a nuclear field.

Experience in analysing complex situations, grasping the critical aspects, andmaking timely and firm decisions based on sound judgement.

Excellent oral andwritten command of English. Knowledge of other official IAEA languages (Arabic,Chinese, English, French, Russian and Spanish) is an asset.


  • The IAEA offers anattractive remuneration package including a tax-free annual net base salarystarting at US $72637 (subject to mandatory deductions for pensioncontributions and health insurance), a variable post adjustment which currently amounts to US$ 30144 *, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses;
  • 6 weeks' annual vacation, home leave, pension plan and health insurance
